Action Requested

Authorization for Chairman to execute Letters of Agreement with the Agency for Health Care Administration (AHCA) for the Intergovernmental Transfer Program (IGT), and to execute Memorandums of Understanding (MOU) with Manatee County Rural Health Services, providing funds to Manatee Memorial Hospital (MMH), Blake Medical Center (BMC), and Manatee County Rural Health Services (RHS), to increase the provision of health care services for Medicaid, uninsured and underinsured persons in Manatee County for the time period July 1, 2013 - June 30, 2014.

Background Discussion
  • In October 2004, the Manatee County Board of County Commissioners approved County participation with the State of Florida Agency for Health Care Administration (AHCA) Matching Programs Upper Payment Limit, Intergovernmental Transfer Program.  This participation allowed for additional funding to come into Manatee County for expansion of healthcare services for Medicaid, uninsured and underinsured residents of Manatee County.  Manatee County has participated on an annual basis utilizing funds currently budgeted for the Manatee County health care providers.  
  • FY2014 healthcare agreement funding for MMH, BMC, and RHS has been adopted by the Board as part of the FY2014 budget process.  AHCA has notified the Community Services Department that Letters of Agreement on behalf of the aforementioned medical providers must be returned to AHCA prior to October 1, 2013.  
  • Through the Letters of Agreement, the FY2014 approved County funds will be forwarded to AHCA.  In turn, AHCA matches the County funds.  This action then provides for additional Federal funds to be drawn down by the State, and made available to the local health care provider.  
  • The form of the FY2013-2014 Letters of Agreement has been developed by AHCA based on applicable rules and standards.  The County has executed this form of the Letter of Agreement as standard practice in the past and in current years.    
  • MMH, BMC, and RHS can provide periodic, scheduled reports to Community Services Department staff regarding indigent healthcare services provided.
  • The Board is requested to execute the Letters of Agreement from AHCA, and the MOU's with RHS, in order to meet the October 1, 2013, due date to AHCA.
