Direction to staff to prepare an agreement with an island city to provide funding in the amount of $125,000 for an island wide study to be performed by ULI from excess county beach concession revenues as provided for in Resolution R-14-119.

Background Discussion

On a separate agenda item (item #46) at this Board Meeting, the Board of County Commissioners will consider Resolution R-14-119 which would establish guidelines for a grant program that would allow the Anna Maria Island communities to collectively apply for funding for projects that would provide island wide benefit.  Funding for the grant program would come from additional revenues generated from the concession agreement for the county island beaches since the selection of the new vendor for concessions.

Attached is a letter signed by the mayors of the three Anna Maria island communities requesting that the County provide funding of $130,000 for a study to be done for the island, encompassing all three communities, by the Urban Land Institute.  Similar studies have been done for Manatee County Government and the Town of Longboat Key in the last few years.

If the Board approves R-14-119 today, it is recommended that the County agree to provide $125,000, which would fund the payment to ULI to perform the island study, from the excess beach concession revenues.

Consistent with the guideline in R-14-119 that the cities participate with some local funding as a match for the county contribution to the project, it is recommended that the cities collectively fund the $5,000 in additional estimated ancillary expenses associated with performing the ULI study.

If approved, county staff will work with the County Attorney's office to prepare an agreement with whichever of the cities that they select to serve as the contracting agency with ULI.
