Background Discussion
After each decennial census, the Federal Highway Administration updates the urban boundary based on results of the census and reviews roadway classifications.  The urban boundary was recommended by the Metropolitan Planning Organization (MPO) Board in January 2013.   This agenda item is for the follow-up step of reviewing and updating the functional classifications.

The functional classification is important because it determines which roads are on the federal aid roadway system.  Federal aid roads are those on the National Highway System or functionally classified as Urban Collector / Rural Major Collector or higher. They are eligible for federal funds for disaster recovery and other purposes, such as the Surface Transportation Program.  The Surface Transportation Program provides significant funding for MPO project priorities including major projects, the congestion management system, and the U.S. 41 multi-modal corridor.

The Florida Department of Transportation (FDOT) consultant prepared maps and tables of the proposed functional classifications in July and August.  County and MPO staff have reviewed them with the consultant.  The consultant provided the attached, proposed final drafts of the map and tables on September 4.  They  include the changes requested by staff.

The MPO Board will review and consider action on the functional classifications at the September 23, 2013, regular meeting.  After receiving MPO Board recommendations, FDOT and Federal Highway Administration conduct a review before returning the final maps for the MPO Chair's signature.
