Action Requested

Authorization for the Chairman to execute a Letter of Agreement (LOA) with the Agency for Health Care Administration (AHCA) for the SFY 2016-2017 Low Income Pool (LIP) program; permitting electronic signature by Neighborhood Services Department Director.

Adoption of Budget Amendment Resolutions B-16-093 and B-17-012.

Background Discussion
  • This agreement allows Manatee County to submit funds to the Agency for Health Care Administration (AHCA) to be used to increase the provision of health services for charity care of the county and state. The LIP funding proposed by the State is to be used exclusively for the uninsured, the under-insured and for State Medicaid funding shortfalls.  
  • Two budget resolutions are included as the state fiscal year does not coincide with the county fiscal year. Through the attached budget amendment (B-16-093), FY 2015-2016 funds will be budgeted and transferred from General Fund in the amount of $125,000. Through the attached budget amendment (B-17-012), FY 2016-2017 funds will be budgeted and transferred from General Fund in the amount of $375,000.
  • The attached Letter of Agreement (LOA) has been developed by AHCA based upon applicable rules and standards. 
  • The current program extension represents a lower overall reimbursement for local disproportionate share (DSH) providers than what was funded in prior years but the one-year extension (after a one year absence) provides relief to local providers who have continued to serve the community as a safety net provider.  The amount of funding awarded to Manatee Memorial Hospital (MMH) was $8.4 million and MMH was deemed to be a tier 2 awardee (out of 4 tiers of awardees with tier 1 representing the largest of the urban safety net hospitals providing very large amounts of uncompensated care to tier 4 as smaller Medicaid and charity hospitals who did not carry as great an uncompensated care burden but who still were at substantial risk).
