Action Requested

Adoption of Resolution R-17-128 and Budget Amendment B-18-016 to rescind the Interfund Loan Resolution R-17-043 for $3,751,583 and authorize the Interfund Loan from Transportation Infrastructure Sales Tax to the Public Safety and Law Enforcement Capital Project fund for the Manatee Sheriff 's Office Helicopter Project for $3,908,115 based upon actual revenue for FY17.

Background Discussion

On August 9, 2016, the Board of County Commissioners approved Ordinance 16-35 authorizing a voter referendum for the establishment of a Local Government Infrastructure Sales Surtax. 

The Board approved Resolution R-16-128, which established guidelines for the expenditure of proceeds of an Infrastructure Sales Tax and the establishment of an Infrastructure Sales Tax Citizens Oversight Committee.

Included in Resolution R-16-128 were Exhibits A & B. Exhibit A detailed the funding categories of the Infrastructure Sales Tax and Exhibit B detailed the Projects and Equipment of the Infrastructure Sales Tax.

Included in Exhibit B, page 7, is Public Safety & Law Enforcement - Law Enforcement Facilities and Equipment. One of the projects included in this category is "Helicopter Replacement" for $4,000,000.

Subsequent information has been received from the Manatee County Sheriff's Office, and the revised total to purchase a replacement helicopter is $4,900,000. Initial bids were higher, and the Sheriff's Office sourced some of their own specifications and reduced the cost to $4,900,000.

On June 20, 2017, the Board Approved Resolution R-17-043 which established a loan of $3,751,583 from the General Fund to the Public Safety and Law Enforcement Capital Projects fund. 

Subsequently, Budget Amendment Resolution B-18-016 rescinds the General Fund loan and establishes the loan from the Transportation Infrastructure Sales Tax Capital Project.  The project cost of the helicopter remains at $4,900,000.  The loan from the Transportation Infrastructure Sales Tax Capital Project to the Public Safety and Law Enforcement Capital Project fund is for $3,908,115 based upon actuals at fiscal year end.
