Background Discussion

On May 10, 2011, Manatee County executed a letter requesting assistance from the West Coast Inland Navigation District (WCIND) to administer a proposed navigational dredge project on a system composed of the Coquina North boat ramp channel and the Bradenton Beach access channel which leads north from the boat ramp towards the Bradenton Beach City pier.

At that time, the Board authorized $25,000 towards conducting bathymetric (depth) and seagrass surveys to identify areas where dredging was necessary to achieve a minimum navigational clearance as well as areas of impacts to seagrasses.  State and Federal permitting efforts were also included in this request.

Upon review of the environmental resource permit application for this project, the National Marine Fisheries Service (NMFS) has determined that mitigation will be required for the approximately 0.88 acres of seagrass that will be impacted by dredging. The mitigation will consist of seagrass transplanting and oyster bar and/or mangrove habitat creation and monitoring. The exact required area of required mitigation has yet to be determined.

Additional funding in an amount not to exceed $15,000 is being requested in order to continue necessary design and permitting coordination with NMFS associated with finding other acceptable/permittable locations for mitigation in Sarasota Bay so that dredging may be conducted.
