Action Requested

Authorize the County Administrator or his designee to execute Change Order 1 to Agreement 14-2404OV, 44th Avenue East (30th Street East to 45th Street East) with Woodruff and Sons, Inc., Bradenton, Florida, increasing the contract amount by $437,363.00, from $10,400,598.64 to $10,837,961.64 and adding 317 calendar days to the contract time.

Background Discussion

Change Order 1 increases the contract amount by $437,363.00 from $10,400,598.64 to $10,837,961.64 and adds 317 calendar days to the contract time.  As a result of revisions to the construction plans, necessary roadway improvements to the 45th Street East portion of the project are required.  The roadway improvements will prepare the work for the next segment of the 44th Avenue East corridor (45th Street East to 44th Avenue Plaza East), provide for turn lanes and the addition of  signalization at 37th Street East / 44th Avenue East.

317 Calendar days are added  to the contract time  for construction of the turn lanes and signal at 37th Street East and for the additional roadway work at the 45th Street East intersection.

Revised final completion date: October 13, 2017.

Procurement History

On October 11, 2016, Administrative Contract Adjustment 3 was executed adding 108 calendar days to the contract time due to weather delays and unforeseen site conditions.  The contract amount remained unchanged.

On January 26, 2016, Administrative Contract Adjustment 2 was executed which provided for changing culvert pipe sizes from two (2) 54" pipes to three (3) 42" pipes which were required to increase the flow line elevation of the culvert at Seller's Pit. The contract amount was decreased by $1,344.81, from $10,401,943.45 to $10,400,598.64 and added zero calendar days to the contract time.

On September 10, 2015, Administrative Contract Adjustment 1 was executed which provided for changing the casing installation method from jack and bore to open cut at 37th Street East; removal of an unforeseen underground concrete tank structure found in Pond West 3R; leaving temporary sheet piles in place around existing FPL transmission pole located on the south side of the box culvert at Station 127+00 until the pole was relocated by FPL; additional area slurry wall at Pond West 3R due to unforeseen concrete debris found in slurry wall trench.

Administrative Contract Adjustment 1 provided for a decrease in the contract amount by $644.64 from $10,402,588.09 to $10,401,943.45 and added zero calendar days to the contract time. 

On February 18, 2015, the BCC executed an agreement with Woodruff and Sons, Inc., in the amount of $10,402,588.09 for construction of 44th Avenue East from 30th Street East to 45th Street East.
