Execute funding agreement with Rubonia Community Association Incorporated for the 2016 Summer Program in the amount of $22,304.
Adoption of Resolution B-16-058 to accommodate appropriation for revenues and expenditures for this program. Total of $97,304 ($22,304 Program and $75,000 facility/grounds renovations).
Efficiency in Service
The County took possession of the Rubonia Community Center from the School Board of Manatee County in October of 2014.
In May of 2015, an Invitation to Negotiate (ITN) was issued by the County to find an organization to take possession of the Rubonia Community Center, complete renovations, and open/operate the center for the Rubonia Community.
In August of 2015, one proposal was received, from New Path Academy, Inc., for the opportunity to take possession, renovate, open, and operate the Rubonia Community Center.
A review committee was formed from staff within the Property Management and Neighborhood Services Departments and met on two occasions with New Path Academy, Inc., to review the ITN response.
Included within the ITN were two additional partners, the Rubonia Community Association and the Panda Foundation. Each of the partners brought additional resources and expertise to the project.
New Path Academy requested a one-time funding source of $58,565 from Manatee County in order to complete the renovations.
In October of 2015, the review committee concluded that the response from New Path Academy, Inc., met the needs of the ITN and forwarded it to the County Administrator for review.
In November of 2015, the committee provided the document drafts to the New Path Academy for consideration.
On January 19, 2016, the New Path Academy, Inc., notified Manatee County that the Panda Foundation was no longer a partner for participation. However, New Path and the Rubonia Community Association could continue and meet all contractual requirements.
On April 12, 2016, the New Path Academy notified the County that they would be withdrawing their ITN. New Path had determined that the endeavor was not in the best interest of all parties at that time and required additional financial resources to complete the project.
On May 4, 2016, a letter was sent to the County from the Rubonia Community Association asking for the lease use of the Center and exterior grounds for use for a summer educational enrichment program for the youth of Rubonia in the amount of $22,304.
The County has a strong desire to reopen the center for use by the residents and has agreed to proceed with essential renovations that would allow the center to be open for use for the summer program with the Rubonia Community Association, Incorporated.
The program service dates for the summer are June 20, 2016 - July 29, 2016. Services of an educational and recreational nature shall be offered by volunteers of the Rubonia Community Association in conjunction with the funding agreement attached.
Additionally, the County Property Management Department will make facility improvements to the Rubonia Community Center to include, but not limited to; fire suppression replacement, roof replacement, HVAC replacement, exterior grounds improvements.
