Action Requested
  • Execution of a Memorandum of Understanding between Manatee County Sheriff's Department and Manatee County Government pertaining to mowing and maintenance of grass at the Manatee County Central Jail; and
  • Authorization for the Parks and Natural Resources Department to donate landscape maintenance equipment to the Manatee County Sheriff's Department.


Enabling/Regulating Authority
Section 125.01 (1) (f) Florida Statutes governing parks, preserves, playgrounds, recreation areas, libraries, museums, historical commissions, and other recreation and cultural facilities and programs.

Background Discussion

The Manatee County Grounds Maintenance Division has historically maintained the grass areas around the Manatee County Central Jail, but with recent reduction in headcount due to decreasing revenues, the Grounds Maintenance Division cannot continue to provide grass maintenance to the Port Manatee Jail Property.  The donation of the proper equipment, which the Manatee County Sheriff's Department (MCSD) presently owns, provides increased efficiency by utilizing inmate labor.

The MCSD and the County share a common desire to accomplish the most efficient and effective delivery of services to the public and contend the Parks and Recreation department's donation of landscape maintenance equipment and utilization of inmate labor achieves more operational mowing and other grounds maintenance efficiencies.  The estimated value of the donated equipment is $5,700.00 and the expected reduced operational expense is $19,580.00 respectively.

The Memorandum Of Understanding (MOU) presented will be for 10 years and may be renewed by either party within 30 days written notice.  The effective date of the new MOU is June 1, 2014.
