Authorize the County Administrator or his designee to execute Contract 13-2061DC, Construction Manager at Risk Services for the Utilities Department Business Operations Facilities with Halfacre Construction Company, Sarasota, in the Not-to-Exceed amount of $19,860.00 for Preconstruction Services and for the development of a Guaranteed Maximum Price (GMP) and schedule for construction.

Background Discussion

Construction Manager at Risk (CM@R) services for Manatee County's proposed new Utilities Department Business Operations Facilities includes conducting value engineering, performing constructability and life cycle cost analyses, development and maintenance of project budget and scheduling, and all other work necessary to reach final design and enter into a contract to construct with a bonded Guaranteed Maximum Price (GMP). The pre-construction services have been negotiated at a Not-to-Exceed amount of $19,860.00 which is one percent of the total estimated construction cost. Within three (3) months, the Construction Manager shall subsequently establish a Guaranteed Maximum Price which will be brought back to Board of County Commissioners for approval as an amendment to this Agreement to set the price for delivering the project.

The project provides for the replacement of inefficient, inadequate, and/or non-compliant facilities serving the Utilities Department Water Distribution, Underground Utilities and Maintenance, Customer Service Records Retention, and Water Conservation staff at the 66th Street West complex. The Construction Manager shall provide professional services for constructing a HVAC Chiller system, a campus with a single-story building, a pre-engineered metal building for service personnel, an open-air truck wash area, a pre-engineered metal canopy for a loading area, renovations to the existing warehouse and workshop for the maintenance personnel, and minor improvements to existing roadway and drainage system. The CM@R shall provide preconstruction and construction management services for the County and shall work with the County's selected design firm to coordinate and construct the project expediting all facets including design, permitting, construction, and close-out.

A Request For Proposal (RFP) was advertised on the Manatee County website, Demand Star, Bradenton Herald, and the Tempo News and was also provided to the Manatee County Chamber of Commerce for release to its members. The purpose of the RFP was to obtain, from qualified firms, their experience and qualifications to provide Construction Manager at Risk services for the construction of the Utilities Department Business Operations Facilities.

An Evaluation Committee was formed to review the proposals and provide negotiation recommendations to the County Administrator. The Evaluation Committee included: Tom Yarger, Project Manager, Property Management Department; Robert Shankle, Underground Maintenance Division Manager, Utilities Department; and, Deborah Carey-Reed, Contracts Negotiator, FMD/Purchasing.

The Evaluation Committee, in compliance with Sunshine Law, met to review and discuss the qualifications of each proposer.  The Evaluation Committee interviewed five (5) proposers and after careful deliberation, recommended negotiations begin with Halfacre Construction Company.  Halfacre Construction Company, the top ranked firm, was considered to be the most qualified firm to provide the CM@R services to successfully deliver the Utilities Department Business Operations Facilities.

In the last 15 years, Halfacre Construction Company has constructed approximately 3,000,000 square feet of preengineered metal buildings through the construction management and the design-build project delivery methods.  They have received multiple “Builder of the Year” awards as well as the STAR Building award for a local construction project at Sun Hydraulics. Halfacre Construction Company has demonstrated ability of working in a staff-occupied area during construction.  Their project team presented as well qualified which solidified the Committee’s confidence that this firm possesses the ability to accomplish the work with minor interruption in ongoing operations.  Further, the labor warranty exceeds standard warranties.
