Based upon the evidence presented, comments made at the Public Hearing, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan and the Manatee County Land Development Code, I move to APPROVE LDA-14-04 for Trevesta, as recommended by staff.

Background Discussion
  • The request is for approval of a new Local Development Agreement for Trevesta Subdivision.
  • The site is approximately 441.3 acres located east of I-75 and south of 69th Street East in Parrish.

History

  • The site was rezoned to Planned Development Mixed Use (PDMU) on January 8, 2015 (PDMU-14-22[Z][P]) with the approval of a Preliminary Site Plan (PSP) for 1,103 residential units consisting of 803 single family detached units and 300 multifamily units and 100,000 square feet of neighborhood retail uses.

Request

  • The terms of the LDA are summarized as follows:
    • Applicant shall construct a 12-inch sanitary sewer force main through the site, for which the County shall provide reimbursement.
    • Applicant shall complete or provide its proportionate share of offsite improvements needed to mitigate the development’s transportation impacts at the intersections of 69th Street at Ellenton-Gillette Road, 69th Street at Buffalo Road, and Palm View Road at Ellenton-Gillette Road.  The estimated value of the proportionate share for these improvements is $345,646. This proportionate share is being provided as improvements to 69th Street at Buffalo Road and is eligible for credits.
    • Applicant shall complete an approximate 550 foot long, offsite sidewalk connection along the south side of 69th Street from Trevesta to the existing sidewalk east of Trevesta.
    • Applicant shall complete site-related improvements at access points located along 69th Street and the extension of Buffalo Road.
    • On a specified schedule, Applicant shall dedicate the 120 foot planned width of Buffalo Road right-of-way through the site.  The portion of the right-of-way eligible for road impact fee credits has an estimated value of $324,600.
    • Applicant shall construct Buffalo Road through the site to the extent required to provide access to the development and to provide additional capacity on the south leg of the intersection at 69th St.  The portion of the road improvement eligible for road impact fee credits has an estimated value of $378,996; this amount includes the $345,646 of concurrency proportionate share improvements.
    • Applicant shall provide stormwater capacity, conveyance, and related easements for Buffalo Road through the site.   The portion of the stormwater facilities eligible for road impact fee credits has an estimated value of $74,130.
    • County shall provide road impact fee credits for offsite improvements and for right-of-way dedication and onsite improvements for Buffalo Road above those required to support the development or mitigate its impacts.
    • The value of the improvements eligible for impact fee credits totals $777,726.
    • County shall provide a CLOS extension for three additional years (six years total) upon receipt of the extension fee of $442,200 or the applicant’s waiver of road impact fee credits for improvements having the same value.
  • On June 4, 2015, the Board of County Commissioners held the first of two required public hearings.
  • Staff Recommends Approval.
