Warner's Bayou Boat Ramp Parking Lot Resurfacing

Concrete paving of the boat ramp parking lot was proposed during the original planning of the renovation project in 2012. The concrete parking surface was approved within the permit obtained from the Florida Department of Environmental Protection (FDEP). Subsequent to three public meetings, the paving plan was eliminated based on input received from citizens. The boat ramp was reopened to the public in July 2013.
The parking lot surface currently consists of compacted shell. Over time, vehicle traffic pulverizes the shell into very fine particles and densely compacts it into a hard surface which allows for very little percolation of surface water.
The unconsolidated parking surface is constantly subjected to the formation of ruts and potholes resulting from normal traffic, rain events, and vandalism. These ruts and potholes, which can sometimes be quite severe, interfere with boaters' utilization of the ramp and can cause damage to vehicles or trailers. The area immediately adjacent to the ramp is especially susceptible as it is kept wet by vessels being retrieved from the launch ramp. It is typical to find significant amount of shell and dirt deposited onto the concrete apron of the launch ramp due to vehicles spinning their tires on the shell surface. It is also difficult to avoid tracking shell and mud into one's vessel or vehicle when using the ramp during rainy conditions.
During routine grading maintenance, it is impossible to preserve the originally engineered elevations necessary for proper stormwater flow across the site. Gradually, stormwater flow at the site could be altered to the point where it bypasses the engineered stormwater treatment pond and carries sediments from the parking lot directly into the Manatee River and Warner's Bayou.
From a design engineering standpoint, regulating agencies such as FDEP and the Southwest Florida Water Management District (SWFWMD) consider compacted shell and concrete to be essentially the same in terms of imperviousness. However, the advantage of concrete is that it does not contribute a sediment load to stormwater runoff. If the parking lot is paved with concrete, no expansion of the currently existing stormwater retention pond is necessary.
A serious water quality concern is created when fine sediments originating from the parking lot transport petroleum and other contaminants adsorbed to them into surrounding waters. Over time, the settling of these sediments can cause siltation of channels and damage to seagrass beds.
Resurfacing the parking lot with broadcast shell concrete, not black asphalt, provides the solution to the environmental and maintenance concerns existing at the ramp. Paving eliminates the need for regular grading maintenance, eliminates the formation of potholes and ruts, and ensures that the engineered stormwater controls function properly to protect water quality.
The southern parking area of the boat ramp will be re-graded to better direct stormwater flow into an expanded treatment pond. No concrete paving is proposed for the southern parking area.
This type of project requires a 50% match per WCIND rules. Parks and Natural Resources recommends that the County use the land value of the boat ramp parcel, an eligible match, in order to preserve the Florida Boater Improvement Program (FBIP) fund balance.
A fourth advertised public meeting was held on-site at Warner's Bayou boat ramp on May 6, 2014. During the meeting staff outlined the reasons for the recommended resurfacing of the parking lot surface in order to deal with operational and environmental concerns. At the conclusion of the public meeting, residents were informed that the final decision was to be presented to the Board of County Commissioners on a regular meeting agenda in the near future and that staff will make every effort to inform them of the meeting date in advance of its occurrence. An e-mail is being sent to those who had previously given their emails to us for purposes of being informed on this issue notifying them that this item will be on this agenda.
