Action Requested

Adoption of Resolution R-14-105 authorizing the submission and acceptance of an Edward Byrne Memorial Justice Assistance grant (JAG) from the Florida Department of Law Enforcement (FDLE) in the amount of $117,410.00; authorizing the Chairman, the County Administrator or the Deputy County Administrator to execute all necessary documents related to grant submission and acceptance; and authorizing the Community Services Department Director or her designee to execute all appropriate documents required in connection with grant administrative functions.

Authorize the Chairman to sign a letter to the Florida Department of Law Enforcement approving allocation of grant funds to the Board of County Commissioners for the Juvenile Detention Intake Screener Program and the Manatee County Drug Court Program.

Background Discussion
  • In a letter received July 14, 2014, by the Community Services Department, FDLE advised that Manatee County has been allocated $117,410.00 in Federal Fiscal Year (FFY) 2014 Edward Byrne Memorial Justice Assistance Grant (JAG) funds for use by all units of government within Manatee County.  
  • During the Board’s 2014 recess, a certificate of participation was executed by the County Administrator on behalf of the Board of County Commissioners assuming the responsibility of coordinating the development of a grant application from the Florida Department of Law Enforcement (FDLE) for Federal Fiscal Year (FFY) 2014 Edward Byrne Memorial Justice Assistance Grant (JAG) funds for use by all units of government within Manatee County as recommended by FDLE. 
  • At its March 19, 2014, meeting, the Public Safety Coordinating Council (PSCC) had recommended that Manatee County apply for this FDLE JAG grant with funds to be allocated as follows:      

1.      $11,870.00 for Juvenile Services Program, Inc., a nonprofit agency, for an additional intake screener to perform screening and assessments of juveniles brought to the Juvenile booking Center by law enforcement, to determine disposition for further incarceration or release.

2.      $105,540.00 for Manatee County Drug Court to continue contractual services with Manatee Glens to provide addiction counseling and ancillary services to participants in the Drug Court program. 

  • FDLE JAG requirements include submission of letters from at least 51% of the units of local Government representing 51% of the County’s population approving the distribution of JAG funds. The required letters will be included with the FDLE Grant Application. 
  • No grant match is required under the guidelines of the JAG program.  An application due date of August 15, 2014, has been established by FDLE.
