Action Requested

Authorize the County Administrator or his designee to execute Change Order 5 to Work Assignment 001 (Agreement 07-0759TC): 44th Avenue East from 30th Street East to 45th Street East with HDR Engineering, Inc., Sarasota, FL, increasing Work Assignment 001 by $19,427.93 from $1,277,665.77 to $1,297,093.70.

Background Discussion

On June 9, 2009, Work Assignment 001: 44th Avenue East from 30th Street East to 45th Street East was executed in the amount of $966,244.28 for the design, permitting, survey/mapping, bidding, and construction services to construct 1.3 miles of  roadway on 44th Avenue East from 30th Street East to 45th Street East to include side street modifications.

During the design phase of this project, environmental concerns were identified for the roadway alignment and the off-site Pond East -3 and Floodplain Mitigation Site East-3. On August 9, 2010, Change Order 1 to Work Assignment 001 was executed providing an additional $19,112.50 to provide additional level II contamination screenings due to concerns identified with the level 1 contamination screenings.

At its meeting on November 21, 2010, the Board of County Commissioners executed Change Order 2 to Work Assignment 001 providing for an additional $26,684.00 to provide for Mitigation Design and Permitting Services identified with the Walker Crews Preserve parcel as a potential off-site mitigation area to supplement the mitigation needs for the 44th Avenue East project in lieu of acquiring additional developed parcels along the project corridor.

At its meeting on November 3, 2011, the Board of County Commissioners executed Change Order 3 to Work Assignment 001 providing for an additional $210,523.61 to provide necessary plan revisions and additional construction phase services due to (a) shifting of the road alignment along certain segments of the project, (b) re-engineering the storm water and utility infrastructure systems as a result of the shift in the road alignment, (c) additional design work to close off some entrances to adjacent neighborhoods, (d) addition of landscape buffers, (e) additional design work on traffic lane widths and medians, and (f) modifications to the existing Southwest Florida Water Management District (SWFWMD) Environmental Resource Permit.

At its meeting on September 23, 2014, the Board of County Commissioners executed Change Order 4 to Work Assignment 001 providing for an additional $55,101.38 adding public outreach services to the surrounding communities within the 44th Avenue East project corridor for the purpose of proactively disseminating information to the public as it moved through the bidding process and into construction.

Change Order 5 to Work Assignment 001 provides for additional project management, design, permitting coordination and modification services, and construction phase services for turn lanes on 37th Street East at 44th Avenue East. The scope will include new northbound left and right turn lanes and a new southbound left turn lane, and will take into account impacts to the existing and proposed drainage system as well as construction already completed at this intersection.
