Action Requested

Authorize the County Administrator or his designee to execute Change Order 2 and accept the Bond Rider to Agreement 15-1519DS, Manatee Agricultural Reuse Supply Management (MARS) Improvements with TLC Diversified Inc., Palmetto, Florida, increasing the contract sum by $639,342.93, from $3,159,483.03 to $3,798,825.96 and adding 300 calendar days to the contract time.

Background Discussion

Change Order 2 provides for an additional $639,342.93 and adds 300 calendar days to the contract time for changes requested by the Utilities Department to improve the reclaimed water system monitoring, controls, and improved function throughout the County.  These improvements include the following:

  1. Furnish and installation of a Bolletieri Meter Assembly; and
  2. Removal and replacement of existing gaskets and spool piece at 63rd Avenue Booster Pump Station; and
  3. Furnish and installation of a 24” SMR Meter Assembly; and
  4. Furnish and installation of 6β€œ and 8” SMR Meter Assemblies

Procurement History

At its meeting on April 25, 2017, the Board of County Commissioners executed Change Order 1 to the Agreement providing for an additional $181,783.03 and adding 108 calendar days to the contract time for the installation of an 18" reclaimed water line to feed the golf course, Southwest Water Reclamation Facility (SWWRF), and North Bradenton during an injective test at the Cortez Well or during scheduled maintenance on the Manatee Agricultural Reuse System (MARS).

At it’s meeting on August 25, 2015, the Board of County Commissioners executed a contract with TLC Diversified, Inc., in the amount of $2,977,700.00 for improvements to the Manatee Agricultural Reuse System (MARS), three Water Reclamation Facilities (WRF), and Booster Pump Stations (BPS).  Work includes centralization of the Supervisory Controls and Data Acquisition (SCADA) network.
