Background Discussion

On November 1, 2012, Manatee County submitted 20 proposals to the three National Estuary programs as directed under the RESTORE Act. On November 16, 2012, the Joint Policy boards of the three estuary programs approved the project and program criteria that is being used by the Gulf Restoration Council to evaluate all of the proposals that had been submitted. Each entity was given the opportunity to revise the projects submitted and to add new projects that meet the requirements. Three County projects under education and outreach were merged with larger regional efforts of similar scope and will be nominated for federal funding by the three estuary programs acting in concert. Also, two environmental monitoring projects at the County level have been combined with the consent of the individual counties into a Tampa Bay monitoring proposal which will also be nominated by the estuary programs.

Staff has now reviewed 17 proposals that have been revised and/or added since November 1, 2012. These have been ranked in numerical priority order under the following individual categories:

1. Restoration or creation of habitat

2. Water quality

3. Protection of coastal and marine resources

4. Community resilience

In addition to the County individual priorities recommendation, staff has also made a notation where projects can be combined or "bundled" at the discretion of the estuary review panel to create a regionally more competitive or robust group of projects meeting federal criteria.

Upon Board approval, these projects and their respective priorities will be formally submitted to Sarasota Bay Estuary on or before January 7, 2013 for further ranking by the estuary review committee and the Gulfcoast Restoration Advisory Council.

Staff recommends approval of the rankings for submittal to the Sarasota Bay Estuary Program.
