Action Requested
Adoption of Resolution B-13-033, amending the annual Budget for Manatee County, Florida for Fiscal Year 2012-2013 and authorization for the Chairman to execute an Agreement with United Community Center, Inc. for the operation of drop in programs and special events services for youth and adults at the Rubonia Community Center in the amount of $35,000 for the time period of February 4, 2013 through June 14, 2013.

Background Discussion

The Rubonia Community Center is located in unincorporated Manatee County approximately 5 miles north of the cities of Palmetto and Bradenton on a 2.73 acre parcel.

The facility is owned by the Manatee County School Board and is operated by the Board of County Commissioners through an Inter local Agreement with the school district. 

Over the past 20 years, the Community Center has operated through various lease agreements between the County and a 501(c)3, not-for-profit corporation, United Community Center Inc. (UCC). 

UCC currently owns and successfully operates the newly constructed Dream Center located at the Norma Lloyd Park in Bradenton.

Prior to temporary closure in August of 2012, the facilities at the Center included meeting space, free/reduced cost lunch programs, sports/recreational programs, before/after school programs, community library, softball/baseball fields, basketball courts, open space, and parking, through funds from the Children's Services dedicated Millage.

An Agreement with UCC is being presented at this time to provide drop in programs and special events services for persons of all ages at the Rubonia Community Center beginning February 4, 2013 through June 14, 2013.  

County staff had worked with the UCC administration, community leaders and citizens to review cost and formulate a budget that would allow the Center to run a pilot program designed to re-establish community participation and redefine the needs of the center for use.

Special services related to health/nutrition, literacy, technology, recreation and leadership will be provided based on a monthly schedule.  Special attention has been paid to allow for bilingual programming to positively impact the diverse neighborhood.

Continuing programs beyond this time period will be subject to County's evaluation/review of services provided in this Agreement as well as availability of funding.

Prior to the completion of the agreement staff will provide the BCC with a summary of the results of the program to determine effectiveness and future options.
