Action Requested
Authorize Public Works staff to install two speed tables on 28th Street East. Location #1 between properties 7109 and 7119. Location #2 between properties 7153 and 7203.

Enabling/Regulating Authority
Manatee County, a political subdivision of the State of Florida, is empowered, pursuant to Florida State Statutes Sections 316.006 Jurisdiction to Control Traffic and 316.008 Powers of Local Authorities.

Background Discussion

The New Pearce Community working group and residents of 28th Street East requested installation of speed tables on 28th Street East between 71st Avenue East and 72nd Drive East. Staff subsequently studied the area and concluded that two speed tables could contribute towards discouraging speeding, cut-through traffic, and truck traffic. The New Pearce Community working group surveyed the residents and seventy-two percent of the property owners support the installation of speed tables, which meets the criteria of the County's traffic calming procedures. The New Pearce Community working group supported staff's proposed speed table locations. With only one exception, each homeowner within 100' of each speed table were in favor of proposed locations. In a letter dated November 22, 2013, staff informed the only exception property owner at 7156 (US Bank National Association) of the County's intent to move forward with the installation of a speed table near this property. Staff did not receive a response by the requested date. Costs reported include installation of  two temporary speed tables (trial period) at $2,000, two permanent speed tables at $11,000, and signage/markings at $2,000, for a total cost of $15,000. Permanent speed table installation procedures are as follows:

 1. Upon Board approval, staff will install two temporary speed tables at the locations identified.

2. The temporary table will remain a minimum of 90 days to allow for further citizen reaction to the device.

3. After the 90-day trial, staff will make the final determination whether to proceed with the permanent tables or not.

4. The permanent tables will be installed within six to eight weeks following the conclusion of the trial.
