Authorization to award IFB 14-2404OV, 44th Avenue East (from 30th Street East to 45th Street East) to the lowest, responsive and responsible bidder, Woodruff & Sons, Inc., Bradenton, FL for a total contract award not to exceed $10,402,588.09 and for the County Administrator or his designee to execute the Agreement and simultaneously accept the performance/payment bonds and the insurance certificate.

The work in this project includes the construction of a four (4) lane road from 30th Street East to 45th Street East with sidewalks, curbs, and gutters. Project also requires the contractor to provide turn lanes and connections for the eastern leg of the 30th Street East intersection, the intersections at 37th Street East, 39th Street East, and 45th Street East.
Stormwater management construction shall include two (2) retention ponds, two (2) floodplain mitigation sites, drainage pipes, and drainage structures. Pit will be crossed with earthwork and settlement plate monitoring. Wetland mitigation construction shall include two (2) on-site mitigation sites and one (1) off-site mitigation site at Walker Crews Preserve. Contractor shall also provide pavement signing and marking for the entire length of the project limits and street lighting along 44th Avenue throughout the entire project.
Utility construction shall include the installation of one (1) 8" PVC water main from 30th Street East for approximately one (1) mile and one (1) 36" DIP water main from the 8" PVC water main to a connection at 45th Street East, including all appurtenances and items necessary for connection to the County's existing system. The utility construction shall also include the removal of approximately 1,615 LF of existing water mains.
Formal, competitive sealed bid procedures were followed resulting in a total of three (3) bidders submitting a sealed bid for consideration:
