Authorization for the Chairman to execute the attached Memorandum of Agreement between Florida Department of Transportation (FDOT) and Manatee County for the purchase, installation, operation and maintenance of InSync and BlueToad equipment at three signalized intersections on University Parkway east of Interstate 75.

Background Discussion
  • As part of a pilot program that FDOT is launching at several locations across the state, the Department currently seeks to enter into a Memorandum of Agreement with Manatee County for the purchase, installation, operation, and maintenance of InSync and BlueToad equipment at three signalized intersections on University Parkway east of Interstate 75.
  • The subject intersections are Market Street, Town Center Parkway, and Lakewood Ranch Boulevard. There are 18 total intersections involved in the University Parkway site project, 3 of which are located in Manatee County. The remaining 15 intersections are located on University Parkway, west of Interstate 75, and maintained by Sarasota County.
  • The installation of the InSync (an Adaptive Signal Control Technology) and BlueToad (Bluetooth based travel time measurement device) systems are expected to benefit the traffic flow along University Parkway by enabling the FDOT and Manatee County to monitor the corridor's performance by tracking travel times and adjusting the signal timings accordingly.
  • FDOT has allocated $161,654 to fund this project, and will purchase the InSync and BlueToad equipment associated with this project.
  • Pursuant to this agreement, Manatee County will be responsible for installing, operating, and maintaining the equipment for a period of two years.
  • Public Works Department staff estimates the cost of installing the equipment will be approximately $80,000.
  • Manatee County's Public Works Department staff and Attorney's Office staff have negotiated the terms and conditions of this Memorandum of Agreement with FDOT staff.
