Letter of Intent State Veterans Nursing Home Site Nomination

Authorize the Chairman to execute and submit a letter of intent to the state Veterans Administration to nominate a site for the construction of a State Veterans Nursing Home in Manatee County.
Florida has a State Veterans Homes Program which includes six State Veterans Homes. The 2013 Florida Legislature provided funding for this year to initiate planning for a seventh State Veterans Home. A recently concluded Florida Veteran's Nursing Home Study identified 10 service areas within Florida accommodating a high concentration of veterans who may require long term health care services, with Manatee County as one of those areas.
The closest facilities of this type for Manatee County veterans are sited in Port Charlotte and Land O' Lakes. The Charlotte County facility is a 120-bed residency facility that currently is occupied at near capacity (119 residents). With 30,009 veterans, including 17,000 aged 65 or older, living in Manatee County, this distance reflects a tremendous need for services. The families of many Manatee County veterans frequently inquire about nursing home care, but do not want to place their family members in these facilities due to the distances they would have to travel for visits. State Veteran Nursing Homes are open to all honorably discharged veterans in the area that have met the residency requirement for at least one year prior to admission and have met the needed medical level of care. The proposed construction will include a state of the art 120-bed nursing facility which will employ 190 staff.
On February 7, 2014, Manatee County was notified of an opportunity to nominate a site within our jurisdiction for the construction of a state Veterans Nursing Home. It is believed that this is a positive opportunity for our community.
A Letter of Intent to nominate a site is due to the Veterans Administration by 5:00 pm on March 5, 2014. A subsequent site selection application with detailed analysis is due to the state no later than May 14, 2014.
Staff is working to identify potential sites that would meet the criteria delineated in the application. The criterion includes providing a site that is a minimum of 20 acres, not in a hurricane evacuation zone, that is in an appropriate land use category with available road and infrastructure access to the site. Additionally, the VA cannot be charged for impact fees or other fees.
By authorizing the Chair to submit the general letter of intent, staff can continue to work to develop the best option for a site submittal in accordance with the criteria and the timeline.
