RECOMMENDED MOTION:

Based upon the staff report, evidence presented, comments made at the Public Hearing, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan, as conditioned herein, I move to ADOPT Manatee County Resolution Number R-15-179, GRANT Special Approval for a non-residential project exceeding 30,000 square feet in the RES-3 (Residential, 3 dwelling units per acre) and UF-3 (Urban Fringe, 3 dwelling units per acre) Future Land Use Categories, and adjacent to a Perennial Lake or Stream (Manatee River); as recommended by staff.

Background Discussion

• Pursuant to Manatee County rules, Mr. Mark Barnebey with Blalock Walters, and Mrs. Rachel Layton with ZNS Engineering are agents representing the property owner. They are requesting a resolution to grant Special Approval for a non-residential project exceeding 30,000 square feet in the RES-3 (Residential 3 dwelling units per gross acre) and UF-3 (Urban Fringe – 3 dwelling units per acre) Future Land Use Categories and Special Approval for a project located adjacent to a perennial lake or stream, on approximately 97.08 acres located south of 25th Street East and east of 80th Avenue East in Parrish.
• The site is located within the County’s North Central Overlay District, and has RES-3 and UF-3 Future Land Use Categories, and is zoned A and A-1.
• The property is currently developed with the existing DaySpring Episcopal Conference Center which has been operating on site continuously since an original Special Permit was issued in 1982 by the Board of County Commissioners (SP-82-42).  The facility currently consists of 57,778 square feet of non-residential development, which includes adult lodging (88 beds), youth lodging (200 beds), common areas and various ancillary uses including onsite amenities and recreational facilities.
• The agents applied for a Special Permit for a 58,900 square foot expansion, reconfiguration and continuation of an existing Public Community Use in the form of a Place of Worship, Conference Center and Recreational Retreat (DaySpring Episcopal Conference Center).  The proposal included the addition of a Program Center, Meeting Center, two (2) Adult Lodges and new amenities. 
• LDC Table 3-4 Special Approval as required by the Manatee County Comprehensive Plan requires Special Approval for non-residential projects which exceed 30,000 square feet and are located in a residential (FLU) category to be heard and decided by the Board of County Commissioners. Where Special Approval is granted by the Board through a separate review process, the granting of any other development order for such project shall occur only subsequent to the Board’s adoption of a resolution granting Special Approval for that project, and the granting of any other development order must be consistent with the Board’s Special Approval Resolution.
• The Special Permit portion will be heard before a Hearing Officer subsequent to this hearing and is contingent upon the Board of County Commissioners granting a resolution for Special Approval to allow a nonresidential project exceeding 30,000 square feet.
• This is a request for a Resolution granting Special Approval, there is no site plan being approved by this body, the use and site plan approval will occur at a subsequent hearing before the Manatee County Hearing Officer.
