Recommend the Sarasota-Manatee Metropolitan Planning Organization Board adopt the Bicycle, Pedestrian, and Trails Master Plan (November 2013).
In October 2011, the Sarasota-Manatee Metropolitan Planning Organization (MPO) adopted a resolution establishing a Bicycle, Pedestrian, and Trails Advisory Committee (BPTAC). The BPTAC is composed of local agency staff and appointed members of the public, and it serves to advise the MPO Board on policy matters related to alternative transportation modes. A significant undertaking and responsibility of the BPTAC has been development of a Bicycle, Pedestrian, and Trails Master Plan. When adopted, the plan is to be incorporated as the inventory, needs assessment, and policy element for alternative transportation modes in the MPO's Long Range Transportation Plan. While not specifically stated, the policy components of the plan include design considerations, prioritization methods, and implementation strategies.
The discussion for this agenda item will include an overview of the November 2013 draft Bicycle, Pedestrian, and Trails Master Plan (attached). Staff just recently received this plan and will continue to review it until this meeting on December 3 and will make additional comments at the meeting if needed. It is scheduled to be presented to the MPO Board for consideration on December 16, 2013.
