Action Requested

Authorize Public Works staff to maintain the existing 20 mph school speed zone and crosswalk on Greenbrook Boulevard in front of Greenbrook Park and not install a school speed zone in front of Nolan Middle School on Greenbrook Boulevard.

Background Discussion
  • School District of Manatee County representatives requested County staff review the existing school speed zone and school crosswalk located on Greenbrook Boulevard near Nolan Middle School.
  • The existing 20 mph reduced school speed zone and school crosswalk are adjacent to the County's Greenbrook Park and not along the frontage of Nolan Middle School.
  • This is not in compliance with the Board of County Commissioners' (BCC) March 25, 2008, direction to staff establishing 20 mph school speed zones adjacent to elementary and middle schools.
  • Staff proposed installing a 20 mph school speed zone and relocating the school crossing in front of Nolan Middle School to be in compliance with the BCC direction. Staff shared the proposed plans with the Manatee County Sheriff's Office (MSO) and School District staff. MSO was in agreement.
  • School District staff asked the County staff to put the proposed crosswalk and school zone relocation plan on hold until after the 2015 school year began so they could further review the student crossing locations. 
  • Based on observations by School District staff, they do not support relocating the school crosswalk to in front of the school. In addition, they request the 20 mph reduced school speed zone and existing crosswalk remain at the existing location. 
  • Keeping the existing school zone and crosswalk outside the school limits is not consistent with the BCC's past directive to staff.  Therefore, this is to request an exception, for this location only, from the Board of County Commissioners' March 2008 directive to establish 20 mph school speed zones adjacent to elementary and middle schools.
