Action Requested
Motion to Authorize County Administrator or his designee to: 1)  execute the amendment to extend the Development Agreement for a Hotel in Palmetto, Manatee County, Florida with Improvement Network Development Partners, Inc. for a period of twenty-nine (29) days; 2) perform required transactions necessary to achieve separation on the existing convention center parcel and; 3) execute applications and other documents necessary for the permitting, rezoning and development pertaining to the convention hotel development located at the Bradenton Area Convention Center.

Background Discussion
1). Execute the amendment to extend the Development Agreement for a hotel in Palmetto with Improvement Network Development Partners, Inc. for a period of twenty-nine (29) days.

On September 27, 2016 the Board of County Commissioners approved the Development Agreement for a Hotel in Palmetto, Manatee County, Florida (hereafter Development Agreement) with Improvement Development Network Partners, LLC. 

In accordance with the terms of the Development Agreement, negotiations and drafting of a hotel land lease began.  The terms of Article 2.2.b provide a milestone which established a period of ninety days for the parties to enter into the hotel land lease agreement from the effective date of the Development Agreement which is December 26, 2016. 

The parties are not fully prepared to obtain board approval at the December 13, 2016 commission meeting and there are no other commission meetings scheduled in the month of December. Therefore, additional time is required finalize negotiations, complete contract drafting, and bring forth a completed and final agreement for Board of County Commission approval during the month of January.  Board approval of the attached amendment to the Development Agreement is requested.  The amendment provides additional time in the amount of 29 days, extending the time required to finalize the land lease agreement to January 24, 2017. 

2). Perform required transactions necessary to achieve separation of the existing convention center parcel.

Development of the northeastern portion of the Bradenton Area Convention Center property will require the parcel to be split and a new Parcel Indentification Number issued by the Property Appraiser in order to facilitate the creation of a northeast parcel.  To that end, the Property Appraiser requires a Request for Real Property Split application to be made.  This application, attached, must be signed by an authorized representative of Manatee County. 

3). Execute applications and other documents necessary for the permitting, rezoning and development pertaining to the Convention Hotel Development located at the Bradenton Area Convention Center

There are a variety of forms and applications related to permitting, rezoning and development of the parcel which will require signature by an authorized representative of Manatee County.  Board approval is requested to authorize the County Administrator, or his designee, to sign forms related to the permitting, rezoning and development process.
