Action Requested
Adoption of Resolution R-16-131 for approval and submittal of the Manatee County 2016 Transit Development Plan (TDP) Progress Report to the Florida Department of Transportation, District 1 Public Transit Office.

Background Discussion

The State of Florida Public Transit Block Grant Program was enacted by the Florida Legislature to provide a stable source of annual state funding for public transit. The Block Grant Program requires public transit service providers to develop, adopt, and annually update a Ten-Year Transit Development Plan (TDP). Under legislation that became effective February 20, 2007, the TDP must undergo a Major Update every five years. In the interim years, an annual progress report is to be submitted to the Florida Department of Transportation (FDOT) on the ten-year TDP implementation program. According to Florida Administrative Code, F.A.C., Rule 14-73.001, annual progress reports shall include:

  • Past year's accomplishments compared to the original implementation program;
  • Analysis of any discrepancies between the plan and its implementation for the past year, and steps that will be taken to attain the original goals and objectives;
  • Any revisions to the implementation program for the coming year;
  • Revised implementation program for the new tenth year;
  • Recommendations for the new tenth year of the updated plan;
  • A revised financial plan; and
  • A revised list of projects or services needed to meet the goals and objectives, including projects for which funding may not have been identified.

The Manatee County Board of County Commissioners (BCC) approved the Ten-Year TDP Major update in September 2013, and the FDOT reviewed that Major Update and found it to be in compliance with F.A.C., Rule 14-73. Since that time, MCAT staff has prepared annual progress reports with respect to the 2013 Transit Development Plan Major Update. The current annual update is consistent with the requirements outlined in FAC 14-73.001 and staff is requesting that the Manatee County Board of County Commissioners approve the 2016 TDP Progress Report and authorize submittal to the FDOT.

The next Ten-year TDP major update is scheduled for 2018.
