Action Requested
Adopt Resolution No. R-15-188, a resolution of the Board of County Commissioners of Manatee County, Florida; regarding land development; amending and restating the Highway and Traffic Standards Manual set forth in the Manatee County Public Works Standards Manual to clarify the County's Highway and Traffic Standards; providing for severability; and providing an effective date.

Background Discussion

The Traffic Design Division of the Public Works Department is responsible for the review of access management, intersection sight distance, curb radii, and street name sign designs for the proposed projects in Manatee County.

The Highway & Traffic Standards Manual adopted in 2015 as part of the Land Development Code (LDC) revisions, needs to be updated to reflect the current engineering standards and industry practices specifically as it relates to driveway locations, spacing and intersection sight distances. A consistent application of these standards along the County roadways will promote enhanced traffic operations and safety.

To be consistent with current practices, all the sections and drawings regarding traffic signal design, signing design, and inspection procedures are proposed to be relocated to the Manatee County Traffic Infrastructure Design Guide to avoid any duplication and conflicts. This guide is maintained and updated by the staff on an as-needed basis. 

Staff presented these changes at a Planning Task Force meeting held on November 30. This meeting was open to public. Staff also sought comments from the local chapters of the professional organizations - Florida Engineering Society's Myakka Chapter and Tampa Bay Chapter of the Institute of Transportation Engineers. Staff reviewed the relevant comments received and incorporated them in the revisions as appropriate.

Notable revisions to the Highway and Traffic Standards Manual  include:
Section 3.1.1.M - Maintenance Agreement for non County-Standard signs within County ROW
Section 3.1.2.C. – Revision of Street Design Standards
Section 3.1.5 - Intersection Sight Distance
Section 3.2.1-3.2.22 - Relocation of information in this chapter to the Traffic Infrastructure Design Guide
Section 3.7.2 - Driveway Standards

Road Details
100.1 – Removal of driveway setback table and renumbering of remaining notes.
401.1, 401.2, 401.3, 401.4 – Addition of (2) 2” conduits for Intelligent Transportation System communication
402.1 – Deletion of Clear Zone Table
402.2, 402.3, 402.4 – Revision to include new measurement criteria and reference for driveway standards
404.0 – Deletion of Roundabout Signing and Pavement Marking Plan
501 to 522 – Relocation to Traffic Infrastructure Design Guide
600.7, 600.8, and 600.9 – Deletion of Sight Distance Criteria
