Smith Construction, Inc. of Sarasota, Florida in the Not-to-Exceed amount of $120,000.00 for Pre-Construction Services and for the development of a Guaranteed Maximum Price (GMP) and schedule for construction.

Background Discussion

Construction Manager at Risk services for Manatee County's proposed new Fleet / Transit Facility includes conducting value engineering, performing constructibility and life cycle cost analyses, development and maintenance of project budget and scheduling and all other work necessary to reach final design and enter into a contract to construct with a bonded Guaranteed Maximum Price (GMP) for the project to be rendered in accordance with Federal Transit Administration (FTA) guidelines. The pre-construction services have been negotiated at a Not-to-Exceed amount of $120,000.00. Within six months, the Construction Manager shall subsequently establish a Guaranteed Maximum Price which will be brought back to Board of County Commissioners for approval as an amendment to this Agreement.

The purpose of the RFP was to obtain, from qualified firms, their experience and qualifications to provide Construction Manager at Risk (CM@R) services for the construction of the Fleet / Transit Facility. The CM@R shall provide pre-construction and construction management services for the County and shall work with the County selected design firm and County representatives to coordinate and construct the project expediting all facets including design, permitting, construction, and close-out.  

The RFP was advertised on the Manatee County website, DemandStar, Bradenton Herald, and the Tempo News and was also provided to the Manatee County Chamber of Commerce for release to its members. Three (3) proposals were received and included:

An Evaluation Committee was formed to review the proposals and provide negotiation recommendations to the County Administrator. The Evaluation Committee was comprised of the following members:

At the initial Evaluation Committee meeting it was determined that all three (3) proposers provide oral interviews. Subsequent to the oral interviews the Evaluation Committee discussed the strengths of each firm and the value that each may potentially bring to this project. The recommendation was for Willis A. Smith Construction, Inc., Sarasota, FL, to provide the services required by the RFP.

Willis A. Smith Construction, Inc., the top ranked firm, was considered to be the most qualified firm to provide the CM@R services to successfully deliver the Fleet / Transit Facility. The firm possesses a forty-one (41) year history of quality construction and are highly regarded within the contracting community. The firm is positioned to produce multi-million dollar projects and cited their recent example of the $17 Million Matzke Transportation/Maintenance Facility for the Manatee County School District.

Willis A. Smith Construction, Inc. employs an in-house staff of fifty-seven (57) associates with various talents and expertise and have developed a team of professionals from two (2) subconsultant firms, namely, Charles Perry Partners, Inc. and Hill International, who will ensure the success of this project.  First, Charles Perry Partners, Inc. is a construction management firm that possesses FTA grant funded project experience and will be involved in the pre-construction phase of the project to ensure compliance with the grant documentation required by the FTA. Recent experience includes an FTA funded $43 Million project for the City of Gainesville Regional Transit System Bus Fleet Maintenance and Operations Facility.

Next, Hill International is a nationally known firm that will take the lead in the grant funding process to ensure that all requirements are met on the construction and subcontractor side of the project. Hill International has performed over forty (40) FTA projects in thirteen (13) states and Puerto Rico, and has provided their expertise to over $20 Billion in construction projects.

The Evaluation Committee concluded that Willis A. Smith Construction, Inc. is a seasoned and cohesive group of building construction professionals with a history of providing successful construction services to a variety of clients and committed to utilizing local subcontractors in this project.

The Agreement will be managed by the Property Management Department.
