To adopt "Table 1. Manatee County 2013 State and Federal Transportation Program Priorities" for purposes of coordinating funding requests through the Sarasota-Manatee Metropolitan Planning Organization and for inclusion in development of the Florida Department of Transportation's FY13/14 - FY17/18 Work Program.

To authorize Staff to submit County Incentive Grant Program applications for State Road 70 at Lockwood Ridge Road and 60th Ave East from U.S. 301 to the outlet mall entrance to the Florida Department of Transportation for funding in the FY14/15 - FY18/19 Work Program.

Background Discussion

The Sarasota-Manatee Metropolitan Planning Organization (MPO) requests that each agency review its project priorities prior to MPO Board adoption. This report provides the staff-recommended priority lists for 2013.  The MPO Board is expected to consider the priorities along with those from other jurisdictions at the June 24, 2013, regular meeting.  The priorities will be used by Florida Department of Transportation (FDOT) staff during the Fall 2013 project selection and program development process for the work program that will go into effect July 1, 2014, and the Transportation Improvement Program the MPO Board will adopt in Summer 2014. 

In general, project priorities selected for funding from these lists will appear in FY17/18 or FY18/19 of the State’s work program approved by the legislature in 2014.

Staff presented a draft of the priorities at a February 21, 2013, Board work session.  The final priorities in Table 1 are similar with a notable change to the major project recommendation and the addition of grant program priorities the MPO and FDOT requested since the meeting.

Major Improvement Project Priorities.   The MPO’s 2035 Long Range Transportation Plan (LRTP) differentiates between local and State & Federal funds and allocates funds by County, and it has a rough schedule of cost feasible projects in five-year blocks.

In the February work session, staff presented several potential changes to the major project priorities.  Based on subsequent discussion with MPO staff, these would require extensive LRTP amendments but would not affect the ability for most projects to be funded short term.   Therefore, staff recommends the changes affecting projects in future five-year blocks be deferred until the next Long Range Transportation Plan update, which will be initiated in 2014.

A project change that can be implemented for a short range improvement is to request that 60th Avenue East from Mendoza Road to 69th Street East be added to replace Ellenton-Gillette Road from 69th Street East to Buckeye Road.  Staff recommends this change be submitted with the priorities.

Congestion Management System (CMS).  The list of projects is the same as presented at the February workshop.  The CMS projects are listed in order based on staff’s estimate of how they will be scored by the MPO.  The first three are expected to receive similar scores and thus stand equal opportunities to be funded.  The last two are expected to receive lower scores.

Transportation Alternatives.  The transportation alternatives list is also the same but has been annotated to reflect those projects that will be submitted as regional transportation alternatives projects.

Transportation Regional Incentive Program.  This is a State grant with priorities set at the MPO level then coordinated with neighboring MPOs.  Staff recommends including a project for turn lane improvements at the intersection of U.S. 301 and Ellenton-Gillette Road.

U.S. 41 Multimodal Emphasis Corridor (MEC).  Consistent with the February discussion, staff recommends U.S. 41 at Bayshore Parkway and U.S. 41 bicycle system improvements be submitted.  Note that MPO staff and committees recommended that no new MEC projects be requested this year.  While no formal action was taken by the MPO Board, due to the number of project prioritized and funded for 2012, the MPO may not prioritize new projects this year.

County Incentive Grant Program.  This is a State grant program with applications submitted by the County directly to FDOT.  Staff recommends making requests for northbound right turn lane improvements on Lockwood Ridge Road at State Road 70 and widening 60th Ave East from U.S. 301 to the outlet mall entrance.
