Rule 66A-2 Florida Administrative Code
Manatee County is authorized by Rule 66A-2, Florida Administrative Code, to approve and administer waterway projects as a member of WCIND. Rule 66A-2 F.A.C. also required the submission of applications no later than May 31st of each year. The following funding categories have been established for WCIND projects: Law Enforcement; Navigation Improvement; Environmental Education; Boating Safety and Education; and Boating Recreation.
On March 5, 2015, Parks and Natural Resources informed those agencies and County Departments that were eligible that applications would be accepted until March 30th. A total of 11 applications were received and meet the criteria.
Law Enforcement: Manatee County Sheriff Marine Patrol Unit ($71,722).
Navigation Improvement: City of Bradenton Beach Derelict Vessel Removal ($25,000); Manatee County Parks and Natural Resources Derelict Vessel Removal ($75,000); Manatee County Parks and Natural Resources Aids to Navigation ($75,000); Manatee County Public Safety Swim Buoys ($25,000).
Environmental Education: Sarasota Science Center What's in Your Water classes ($12,000).
Boating Safety and Education: USCG Auxiliary Flotilla #84 Safety Patrols and Education ($3,000); Civil Air Patrol Search and Rescue ($10,500); USCG Auxiliary Flotilla #81 Boating Safety and Education ($1,500); USCG Auxiliary Flotilla #85 Educational Material, Equipment, and Supplies ($5,000).
Boating Recreation: Manatee County Parks and Natural Resources Coquina North Boat Ramp ($1,400,000).
The total request for WCIND funds is $1,703,722. An estimated $950,000 is projected to be available from the FY 2015-2016 millage beginning on October 1, 2015. The additional funds to meet the amount approved by the Board can be drawn from the Countywide Navigational Improvement Funds (CNIF) portion of Manatee County's WCIND funds. The additional amount needed is $753,722. As of April 4, 2015, there was $1,268,992.65 available in CNIF.
After these applications are submitted, WCIND will review and approve them at their September 2015 meeting and formal agreements will be executed. At this same meeting, WCIND will approve and sign all amendments/extensions for those grantees that request a one-year extension which is allowed under Rule 66A-2 F.A.C. There are also sub-agreements and amendments between the County and those grantees not associated with any County function. Since the BoCC usually signs these agreements after the WCIND Chairman and the next WCIND meeting is not until November, there is a significant delay in doing any administrative work.
