Action Requested

Adoption of Resolution R-16-030 for conveyance of County property for a nonprofit community purpose located at 7612 Bishop Harbor Road, Palmetto, Florida.

Authorization for the Chairman to execute Deed from County of Manatee to CRA Community Development Group, Inc., a nonprofit corporation.

Authorization for the Chairman to execute Land Use Restriction Agreement and Deed Restrictions for property located at 7612 Bishop Harbor Road, Palmetto, Florida.

Background Discussion

On January 18, 2008, Kay L. Jeffries was provided State Housing Initiative Partnership (SHIP) program funding assistance under Manatee County's Housing Replacement program in the amount of $115,000.

Due to the death of the SHIP applicant, the subject property located at 7612 Bishop Harbor Road, Palmetto, was acquired by Manatee County on March 22, 2013, through foreclosure action and issuance of a Certificate of Title.

The site is improved with a single-family residence.

Neighborhood Services Department completed building assessments on the parcel as required for conveyance to a nonprofit agency to serve the community interest and welfare.

CRA Community Development Group, Inc., a nonprofit corporation, has requested the property be conveyed to their agency to be used as an affordable rental housing unit for low- to moderate-income households.

A Land Use Restriction Agreement and Deed Restrictions (LURA) for the property will restrict the use of the property for a period of twenty (20) years for the purpose of providing rental housing to low- to moderate-income households and will be monitored on an annual basis, at a minimum, by the Neighborhood Services Department staff.

Staff is recommending the Board of County Commissioners execute the Deed, Resolution for conveyance, and LURA to CRA Community Development Group, Inc.
