Action Requested

Adopt Resolution R-16-100 authorizing the Chairperson to execute the State Fiscal Year 2016/2017 Trip & Equipment Grant Agreement with the Florida Commission for the Transportation Disadvantaged (FCTD) for the period July 1, 2016, through June 30, 2017, in the amount of $713,101, and approval of the updated rate model and corresponding trip reimbursement rates.

Background Discussion
  • The annual Trip & Equipment Grant makes available $641,686 in funds for the provision of transportation services for the Transportation Disadvantaged (TD) and also makes available $105 in voluntary dollar contribution for a total of $641,791 provided through State/FCTD funding.
  • The Trip & Equipment grant requires a 10% local match of $71,310 which will be funded through the Para Transit (i.e. Handy Bus) operating budget.
  • Once executed, the agreement provides for the availability of State funds to help support the cost of providing passenger trips to non-sponsored TD eligible clients in accordance with Chapter 427, Florida Statutes, Rule 41-2, the Florida Administrative Code, the most current Commission policies, and the Program Manual of the Trips & Equipment Grant for non-sponsored trips as revised on April 22, 2016.
  • The TD Rate Model for 2016-2017 authorizes a per trip reimbursement of $11.92 for each ambulatory trip and $20.43 for each non-ambulatory wheelchair trip; the total cumulative FCTD reimbursement for the one year contract period cannot exceed the State contribution of $641,791.
  • The 2016-2017 per trip reimbursement rates were approved by the Local Coordinating Board (LCB) on May 11, 2016, and have been incorporated into the TD Trip & Equipment Grant Agreement as "Exhibit B, page 22".

Please return two (2) copies of the signed Resolution; two (2) signed copies of the Transportation Disadvantaged Trip & Equipment Grant Agreement (page 19); and two (2) signed copies of the Transportation Disadvantaged Trip & Equipment Grant Application Form to Edrick Sweeting, Grants Administrator, Edrick.Sweeting@mymanatee.org, x7354, to be forwarded to the Florida Commission for the Transportation Disadvantaged (FCTD) for signature.  The agreement date will be completed by the FCTD during agreement execution.  A fully executed, signed Agreement will be forwarded to Board Records upon return.
