Background Discussion

The Parks and Natural Resources Department operations are continually being fine-tuned to meet the needs of the community in the most efficient and economical way possible. The intent is not to compete with private organizations and neighboring communities, but to provide access and services at a cost affordable to all, thereby affording the opportunity for more citizens to enjoy our county-owned and operated facilities.

Staff recommended changes to the Fee Schedule are as follows (see attached Proposed Fee Schedule with Strike-throughs):

Effective date:  January 3, 2017

  • The G.T. Bray Recreation Center has partnered with Drug-Free Manatee (D-Fy), an organization of peers who share the commitment to make positive choices and live a healthy, drug-free life.  Members are eligible to receive local discounts and attend special D-Fy events.  Youth ages 13-18 can sign up at the G.T. Bray Recreation Center (drug test required) Mondays 3-6pm and receive a Recreation Membership for $10/month (p.20): 
    • D-Fy (Drug-Free Youth)
      $10/month 

  • Adding a 3-Month Recreation/Racquet Membership (includes clay courts) will provide our visiting and seasonal guests a fee option other than daily, 1-month, 6-month, or annual (p.25):
    • 3-Month Recreation/Racquet Membership
      $195/Single
      $320/Couple (must have the same residence)
      $80/Youth-Teen

  • Add a 30-minute rental fee to use Ball Machine, with tennis balls (p.26):
    • Ball Machine/with tennis balls
      $6.50/30-minutes + daily fee/person

  • Add a rental fee for Racquet Center storage room to be rented periodically by contracted instructors. (p.26):
    • Racquet Center Storage Room Rental
      $25/month

  • Lower the current Resale Item starting fee range from $5 to $1, allowing the sale of items under $5, such as headphones, earplugs, etc. (p.32):
    • Resale Items: t-shirts, caps, cups, etc.
      $1.00 - $100.00

As patron memberships and usage of the G.T. Bray Recreation  Center have gradually increased during 2015 and 2016, the following fee increases are recommended to support the additional staff workloads moving forward:
 

  • Increase County Affiliated League Athletic Field Lights hourly costs by $1 (p.17):
    • Little League Baseball/Softball
      $15 to $16/hour

    • Soccer
      $20 to $21/hour

    • Football
      $23 to $24/hour

  • Increase the June through October Daily Swim Pass cost by $1, whereby the Daily Swim Pass fee will be removed from the Fee Schedule, as the Daily Guest Pass fee to use all amenities in the G.T. Bray Recreation Center (excluding clay courts) is $3 (p.21).
    • Daily Guest Pass
      Individual - $3 (includes tax)

  • Increase the Youth Basketball Player fee by $5 (p.29):

      $65 to $70

  • Remove Summer/Holiday Camp (Bi-Weekly) and (Half Day) fees as they are not used or offered (p.33).

Effective date:  April 1, 2017

  • Increase the Recreation Membership fee by $5 (Includes pool, gymnasium, fitness center, wellness orientation, game room/teen center, racquetball, tennis (hard courts only), pickleball, selected exercise classes, and child watch) (p.20):
    • 1 Month
      $20 to $25 - Individual
      $20 to $10 - D-Fy (Drug-Free Youth)/Ages 13-18
      $75 to $90 - Family (up to 4)
      $14 to $16 - Additional Family Member

    • Bank Draft/Month
      $20 to $25 - Individual
      $18.75 to $10 - D-Fy (Drug-Free Youth)/Ages 13-18
      $62.50 to $75 - Family (up to 4)
      $4.17 to $6.25 - Additional Family Member

    • 6 Month
      $120 to $150 - Individual
      $60 - D-Fy (Drug-Free Youth)/Ages 13-18
      $425 to $500 - Family (up to 4)
      $75 to $90 - Additional Family Member

    • Annual
      $240 to $300 - Individual
      $225 to $120 - D-Fy (Drug-Free Youth)/Ages 13-18
      $750 to  $900 - Family (up to 4)
      $50 to $75 - Additional Family Membe
  • Increase Youth Camps weekly Summer/Holiday Camp fee by $10 and add "Prorated $20/daily for short weeks" (p.33):
    • Summer/Holiday Camp (Week)
      $90 to $100 (Prorated $20/daily for short weeks)

Sales tax shall continue to be charged in addition to the fees where no exemption applies and the tax has been imposed by law.
