Award IFB #14-2032CD, 10 MG Storage Tank and Interconnection at the Southeast Water Reclamation Facility, to the lowest, responsive, and responsible bidder, Wharton-Smith, Inc., Sanford, FL, for a total of $8,415,750.00 with 540 calendar days for completion.
Authorize the County Administrator, or designee, to execute the Agreement and accept and date the Performance and Payment Bonds.
Adopt Budget Amendment Resolution B-15-013.
Manatee County Code of Laws
The Work consists of furnishing all labor, materials, and equipment necessary to provide improvements for the 10 million gallon storage tank and interconnections at the Manatee County Southeast Water Reclamation Facility. The 10 million gallon storage tank and interconnection improvements consists of the following: Convert the existing high service effluent pump station to the low service pump station; Remove and replace the existing high service pumps and VFDs; Construct a new high service pump station for the proposed 10 million gallon ground storage tank, complete with turbine pumps, VFD, intake pipe, discharge pipe, and flow meter; Construction of low service and high service reclaimed water pipelines; Relocation of storage pond return reclaimed water pipeline; Construct a 10 million gallon storage tank with inner diameter of 200 feet and a side wall height of 42.5 feet; Construct overflow, effluent, and interconnection pipelines; Provide and install electric power, instrumentation and SCADA equipment, cables, control panels, etc., for the operation, control and monitoring of the proposed pumping stations, storage tank, flow meters, and any additional requirements covered in the specifications and drawings. Formal, competitive sealed bid procedures were followed resulting in a total of nine(9) bidders submitting a sealed bid for consideration.
Seminole County Bid (540 days)
On September 8, 2014, a memorandum was received from Public Works Department recommending award to Wharton-Smith, Inc., of Sandford, FL, for a total bid amount of $8,415,750.00 with a 540 calendar day completion time.
Budget Amendment Resolution B-15-013 appropriates $3,058,747.00 from the Southwest Florida Water Management District Cooperative Funding Agreement as approved by the Board on April 23, 2013, and transfers $4,000,000.00 from reserves in the Water/Sewer Operating Fund for the Southeast Water Reclamation Facility 10 Million Gallon Storage Tank and Interconnection project for construction related costs. This project was adopted in the FY15-19 CIP; however, based on the low bid, costs have increased from the original estimated costs.
