Background Discussion

This agenda presents to the Board of County Commissioners an Interlocal Agreement with the City of Bradenton regarding the Cedar Hammock West Drain culvert project.  Manatee County maintains the Cedar Hammock Canal which is a major drainage canal totaling 9.73 miles in length.  This canal passes through the City of Bradenton, conveying stormwater from unincorporated Manatee County west to the outfall.

It is estimated this arch pipe structure is in excess of 50 years old.  As such, the corrugated metal portion of the structure, which allows for conveyance and provides structural support to the roadway spanning the canal, has deteriorated to a condition which requires rehabilitation to ensure the continued safe and stable function of the canal crossing.  This will be accomplished by rehabilitating the arch pipe in place rather than a more expensive and intrusive excavation and replacement which would require a lengthy road closure and detour.

Manatee County Public Works is seeking to enter into a cost share agreement with the City of Bradenton to initiate the rehabilitation with both entities contributing 50% of the total project cost.  Manatee County's portion of the cost will be funded utilizing dedicated pipe maintenance operating funding from the FY16 budget year.  This funding is dedicated annually in the Public Works budget specifically for the replacement and rehabilitation of stormwater conveyance pipe and associated structures.  Upon completion of the work, the City will be invoiced for 50% of the cost and the Public Works budget reimbursed for that portion.

This agreement was approved by the Bradenton City Council on September 23, 2015. As stated in the agreement the intent is to bid the project immediately so construction can take place during the upcoming dry season and work can take place between December 2015 and April 2016.
