Action Requested

Authorize the County Administrator or his designee to execute Change Order #1 to Agreement #14-1467MW with Hayward Baker, Inc. in the amount of $2,875,914.00, increasing the contract from $14,091,190.00 to $16,967,104.00 and adding an additional 45 calendar days to the term of the contract.

Background Discussion

Change Order #1 includes dam repair construction costs for 1) negotiated items listed in the Agreement for which no funds were appropriated and 2) changes and/or additions to the required work due to unknown underground conditions.

Due to the emergency conditions, a comprehensive detailed cost estimate for certain items (grouting of voids beneath slabs at dam crest next to spillway, preparation of a work platform for the Jet Grout (JG) work next to the spillway, clearing debris from the underwater approach slab  in preparation for Jet Grouting, scheduling of core verification drilling) was not possible.  Nevertheless, the items were identified and rates established in the Agreement; in order to develop a firm fixed price for these components of the work once quantities became known.  The cost for these components of work represent approximately 10% of Change Order 1.

The majority of Change Order 1 covers work required due to unknown conditions.  The additional work includes adjustments caused by having to move a 180' portion of the TRD wall in order to avoid an uncovered, unknown 160' sheet pile wall located in the proposed foot print of the TRD wall. 

Change Order 1 also includes additional work required to adjust methods and schedules required to complete the Jet Grout columns beneath the underwater approach slab at the spillway to compensate for heaving of the approach slab and for corrective Jet Grout columns.  

Lastly, additional pre-drilling of  unidentified underground rocky areas in advance of the TRD wall installation to increase TRD production time was required.   Pre-drilling of these rocky areas is estimated to have saved ratepayers over $750,000 in extended TRD operations.

On September 9, 2014, the BCC approved Budget Amendment B-14-078 transferring funds  from reserves in the Water/Sewer Operating Fund to the Water/Sewer Capital Improvements Fund, Dam Repairs 2014 project due to additional requirements for construction and engineering cost.

On April 3, 2014, the BCC approved Agreement 14-1467MW, Lake Manatee Dam Rehabilitation, with Hayward Baker in the amount of $14,091,190.00 and Budget Amendment B-14-049.
