Authorization for the County Administrator, or his designee, to execute the Sixth Amendment extending the Health Services Agreement 12-0415FL for one (1) year at an estimated cost of $5,606,374.28.

Background Discussion

The Sixth Amendment is for the extension of the period of performance from October 1, 2017, through September 30, 2018. The base price is increased to $5,606,374.28.  This is a required three percent (3%) increase calculated in accordance with terms and conditions of the Agreement and based on the Consumer Price Index.

Procurement History:

On September 25, 2012, the Board of County Commissioners approved an Agreement with Armor Correctional Health Services, Inc., for necessary and proper medical, psychiatric, dental, and other health care services for persons in the care, custody, and control under the County's correctional system.

On March 11, 2014, the Board of County Commissioners approved the First Amendment which increased the Agreement amount by $558,817.39.  This increase was necessary due to the removal and transfer of inmates from particular central jail pods to the annex facility which created a need for additional medical staff.

On October 20, 2015, the Board of County Commissioners approved the Second Amendment extending the Health Services Agreement for one year at an estimated cost of $5,389,430.37.

On December 11, 2015, the parties executed the Third Amendment incorporating staffing changes as related to a new twelve (12) hour shift being instituted.

On January 26, 2016, the parties executed the Fourth Amendment providing a reimbursement to Armor Correctional Health Services, Inc., of $102,790.53 for pharmaceutical costs that exceeded established allocation limits stated in the Agreement.

On October 11, 2016, the Board of County Commissioners approved the Fifth Amendment extending the Health Services Agreement for one year at an estimated cost of $5,478,033.28.
