Action Requested
Authorization for the County Administrator to execute FY 2016-2017 Non-Profit Agency Funding Agreements for Healthcare and Aging Services for the time period of October 1, 2016, through September 30, 2017, with the agencies listed below in the respective amounts; and adoption of Budget Resolution B-17-017.

Background Discussion
  • Funding for these non-profit programs has been allocated in the budget for FY17, which was approved by the County Commissioners on 9/15/16. 
  • Funding agreements are needed to provide an appropriate funding mechanism and service level accountability for FY17.
  • Centerstone's mental health related programs are authorized for prepayment under Florida Statute 394.74(2)(b).
  • This is the second year of the identified transition plan for healthcare, which will employ a Results First methodology including the following:  collaborative data collection, data-informed performance management, utilization/outcomes analysis, standards for community and facility-based quality care, and bench marking for future funding.
  • Agreements attached for the following:
    • $811,100 - Centerstone, Inpatient and Residential - detox and addiction services
    • $709,745 - Centerstone, Baker Act - statutorily required mental health services
    • $450,000 - Centerstone, Addictions Emergency Response - an emergency room diversion program for addiction services designed around keeping law enforcement officers in service.
    • $93,970 - Centerstone, Mental Health Transport - statutorily required mental health services
    • $52,343 - Centerstone, Rape Crisis Adult Advocacy - services offered to sexual assault victims on a 24/7 basis.
    • $5,225 - Centerstone, Aging Services - includes in-home mental health and case management services for the elderly.
    • $400,000 - Turning Points One Stop Clinic - medical and dental services for homeless and uninsured. Turning Points is a prototype participant in Results First.
  • Budget Amendment B-17-017 transfers $1,219,809 of needed funding to the appropriate cost centers from recurring monies of $1,300,000 in the General Fund designated in the FY17 budget for Healthcare expenditures and $208,383 from reserves set aside for Healthcare expenditures in the FY17 budget.
