Authorization for the County Administrator or his designee to execute the Agreement for Construction Management at Risk Services for Manatee County Sheriff's Office Warehouse / Freezer Building with Halfacre Construction Company of Sarasota, FL in the not-to-exceed amount of $17,420.00 for Preconstruction Services and for the development of a Guaranteed Maximum Price (GMP) and schedule for construction.

Construction Management at Risk Services for the Manatee County Sheriff's Office proposed warehouse / freezer building includes conducting value engineering, performing constructability and life cycle cost analyses, development and maintenance of project budget, and scheduling all other work necessary to reach final design and enter into an agreement to construct with a bonded Guaranteed Maximum Price (GMP) for the project. The Preconstruction Services have been negotiated at a not-to-exceed amount of $17,420.00. Within ninety (90) days, the Construction Manager shall subsequently establish a Guaranteed Maximum Price which will be brought back to the Board of County Commissioners for approval as an amendment to this Agreement. These services were secured through a competitive procurement process, specifically a Request for Proposal.
The purpose of the Request for Proposal (RFP) was to obtain, from qualified firms, their experience and qualifications to provide Construction Management at Risk services for the proposed Manatee County Sheriff's Office Warehouse / Freezer Building. The proposed new construction is for a 12,250 square foot warehouse / freezer building. Project Scope includes all related work required by working drawings and specifications necessary to achieve building Certificate of Occupancy and final site plan approval, and includes, but is not limited to: utility and site work, fiber optic connections, drainage and stormwater, permitting and associated fees, landscaping, and 1800 square feet of freezers.
The RFP was advertised on the Manatee County website, Demandstar, and also provided to the Manatee County Chamber of Commerce for release to its members. Five (5) proposals were received and included:
An Evaluation Committee was formed to review the proposals and provide negotiation recommendations to the County Administrator. The Evaluation Committee was comprised of the following members:
At the initial Evaluation Committee meeting, the strengths of each firm and the value that each may potentially bring to the project was discussed by the Evaluation Committee. The recommendation was for Halfacre Construction Company, Sarasota, FL to provide the services required by the RFP.
Halfacre Construction Company, Sarasota, FL - The firm demonstrated exceptional qualifications in their proposal. Located in Sarasota, FL, Halfacre has previous experience with Manatee County on other projects including the construction of the G.T. Bray Recreation Center and also cold storage structures located at Port Manatee. They presented a comprehensive project approach emphasizing their experience with constructing large cold storage / warehouse facilities such as the Harris Intermodal Center at Port Manatee and the Tri-Eagle Anheuser Busch Distributorship building in Midland, FL; both of which contained substantial cold storage components. This, coupled with the experience of the key personnel involved in the project, helped the Evaluation Committee determine that Halfacre Construction Company was the most qualified firm for the project and be recommended for award consideration. The Evaluation Committee concluded that Halfacre Construction Company is a seasoned and cohesive group of building construction professionals with a history of providing successful construction services to a variety of clients.
McIntyre Elwell & Strammer General Contractors, Inc., Sarasota, FL – The firm demonstrated a very strong project approach in their proposal. With work experience primarily consisting of private and public clientele, ME&S had a variety of Construction Management at Risk project experiences. After review by the Evaluation Committee, it was determined that ME&S, though qualified to provide Construction Management at Risk services, primarily specialized in smaller individual cooler / freezer installation within a commercial setting rather than the large cold storage necessary for this project. It was recommended by the Evaluation Committee that ME&S should be ranked as the second firm.
The remaining respondents, although well qualified, were not selected based on a comparison of capabilities of the selected firms:
Jon F. Swift Construction, Sarasota, FL - The Evaluation Committee determined that the experience provided by Jon F. Swift Construction was specialized to pre-engineered metal buildings but did not specify any direct freezer installation experience.
Manasota Commercial Construction Company, Bradenton, FL - After further review, the Evaluation Committee determined that Manasota Commercial Construction Company, though capable of performing the Scope of Services, did not have the experience combining a pre-fabricated building with the a freezer component on a secured site.
The Agreement will be managed by the Property Management Department.
