Background Discussion

In FY 2008, in order for the Florida Department of Environmental Protection (FDEP) not to list Tampa Bay as an Impaired Water Body (under Chapter 62-303, FAC) for nutrients, the members of the Tampa Bay Nitrogen Consortium declared their intent to work together to provide FDEP with an updated reasonable assurance document, ensuring that state water quality criteria for nutrients will continue to be met in the bay.  The partners committed to develop an equitable allocation of responsibility for achieving nitrogen reduction targets as well as the total maximum loading of nitrogen to each major bay segment through the development of an Assessment and Allocation Report.  The nitrogen discharge allocated to each municipal and industrial facility would take into account expected growth in population and would be the basis for future permitting of nitrogen discharges from regulated facilities.

On March 11, 2008, Manatee County signed the Declaration of Cooperation of the Tampa Bay Nitrogen Management Consortium.  Also in March 2008, Manatee County paid $4,800 as its' contribution share for 2008-2012.

On October 30, 2009, The Tampa Bay Nitrogen Management Consortium approved a future funding recommendation to support the development of the 2008 - 2012 Reasonable Assurance Update.

On December 15, 2009, R-09-272 was adopted expressing the Board's intent to implement the 2009 Tampa Bay Reasonable Assurance Addendum as a participant and member of the Tampa Bay Nitrogen Consortium.

The Tampa Bay Estuary Program is now requesting that Manatee County pay a contribution of $6,000 for the 2012 - 2017 Update.
