Action Requested
Approval to allow staff to move forward with a competitive selection process for a Small Dollar Concession Agreement valued at less than $50,000 at Jiggs Landing for rentals and boat tours.

Background Discussion

Jiggs Landing is located on the eastern side of the County, west of Interstate 75  just off Caruso Road on the Evers Reservoir and the Braden River. The exact address is 6106 63rd Street East, Bradenton, FL  34203.  An aerial picture of the site is attached.

This preserve offers outdoor recreational activities such as freshwater fishing, kayaking, and canoeing.  The site was extensively renovated in 2010 and is well known for its year-round, 24-hour accessible boat ramp which allows visitors to launch directly into the Braden River.  The renovations also included the following recreational features:

  • Picnic pavilions
  • Boardwalks
  • Wildlife viewing areas
  • Dock
  • Nature-themed playground
  • ADA accessible kayak/canoe launch

It is proposed that a small dollar concession proposer shall include, but not be limited to providing the following:

  • Rental of vendor provided kayaks/canoes and paddles
  • Appropriately sized life jackets and other personal flotation devices (PFD)
  • Pontoon boat and public boat tours
  • Display of prices
  • A Point of Sale (POS) transaction system
  • Trash receptacles

It is proposed the County shall include, but not be limited to providing the following:

  • Space to conduct business
  • Non-exclusive kayak/canoe launch site use
  • Pontoon boat dockage
  • Vendor and client parking (no overnight parking allowed)
  • Space for vendor to store kayaks and canoes on site
  • Advertising through county-wide distribution of recreational brochure
  • Limited space for vendor on-site signage and advertising
  • Access to potable water for cleaning equipment

The County shall have the final approval for the following:

  • Establishment of operational days and hours.  Services shall be offered a minimum of two (2) days per week, at least six (6) hours per day, every week of the year.
  • All prices charged shall be reasonable, appropriate, and representative of  those charged elsewhere in the area for similar services.
  • Products and services offered shall be of excellent quality and adequate quantity.

Any changes to the proposed days, hours, prices, products, and services shall be submitted in writing to the County for review and approval.

The initial term of the agreement will be for one (1) year, with the potential of four (4) one-year renewals, if mutually agreed upon.
