Adoption of Manatee County Ordinance 14-28, amending Chapter 2-29 of the Manatee County Code of Laws to add Article XIII, establishing the Southwest County Improvement District.

Background Discussion

September 16, 2013, the Board held a Work Session to discuss the Southwest County Tax Increment Financing (TIF) concept.

May 13, 2014, a Work Session was held with the Board to discuss the establishment of a Southwest County Improvement District.

Ordinance No. 14-28 would establish a Southwest County Improvement District that would create Tax Increment Revenues to be used for redevelopment activities in the southwest area of the county. Unlike most TIFs, the proposed ordinance would have only 50% of the tax increment revenues generated designated to be used for TIF purposes.

With the expanded Southwest County Improvement District, the County will be able to focus on such areas as redevelopment, infrastructure improvements such as streets, utilities, sidewalks, lighting, parks, playgrounds, etc., and focus on building rehabilitation, small businesses and corridor economic development to a much broader area as proposed in the attached map.

The attached ordinance is the same as the draft ordinance reviewed at the May 13 worksession except for the addition of an item in Section 2-29-144 (c) (3) which was added based on the Board discussion at the worksession.  This item was added as an additional use for moneys generated for the trust fund as follows:  (3) To develop and implement community policing innovations and to fund enhanced law enforcement services.

Under the proposed Ordinance, funds in current CRA accounts will be used to fund ongoing programs within the current CRA boundaries.

Separate accounts will be established for each CRA to secure remaining funds for ongoing programs.

Once CRA funds are depleted, then the Southwest TIF will begin to fund ongoing operational programs in the CRA districts.
