Action Requested

Adopt Resolution R-17-043 and Budget Amendment B-17-048 for an Interfund Loan from the General Fund (Fund 001) to the Infrastructure Sales Surtax Fund (Fund 825) to the Infrastructure Sales Tax Public Safety and Law Enforcement Capital Projects Fund  (Fund 851) for $3,751,583 for the purchase of a replacement helicopter for the Manatee County Sheriff's Office.

The total amount for the MSO Helicopter Replacement project is $4,900,000. FY17 projected proceeds from the Infrastructure Sales Surtax is $1,148,417, the remaining amount of $3,751,583 is being requested from an Interfund Loan from the General Fund.

Background Discussion

On August 9, 2016, the Board of County Commissioners approved Ordinance 16-35 authorizing a voter referendum for the establishment of a Local Government Infrastructure Sales Surtax.  

The Board also approved Resolution R-16-128, which established guidelines for the expenditure of proceeds of an Infrastructure Sales Tax and the establishment of an Infrastructure Sales Tax Citizens Oversight Committee.

Included in Resolution R-16-128 were Exhibits A & B. Exhibit A detailed the funding categories of the Infrastructure Sales Tax, and Exhibit B detailed the Projects and Equipment of the Infrastructure Sales Tax.

Included in Exhibit B, page 7, is Public Safety & Law Enforcement - Law Enforcement Facilities and Equipment. One of the projects included in this category is "Helicopter Replacement" for $4,000,000.

Subsequent information has been received from the Manatee County Sheriff's Office, and the revised total to purchase a replacement helicopter is $4,900,000. Initial bids were higher, and the Sheriff's Office sourced some of their own specifications and reduced the cost to $4,900,000.

FY17 projected appropriations for the Infrastructure Sales Tax - Law Enforcement Facilities & Equipment category is $1,148,417.  This amount is being appropriated and transferred to the MSO Helicopter project. This leaves a balance of $3,751,583 necessary for the remaining funding for the project. The remaining funding will come from an interfund loan from the General Fund in the amount of $3,751,583. Repayment will be from Infrastructure Sales Tax revenues.
