Action Requested
Adoption of Resolution R-14-095 authorizing Manatee County Area Transit (MCAT) to not collect fares for fixed route and Americans With Disabilities Act (ADA) paratransit eligible customers showing a valid Voter Identification Card on August 26, 2014, and November 4, 2014.

Background Discussion

MCAT is proposing to allow voters traveling to the polls to ride for free on both the primary and general election dates, August 26, 2014, and November 4, 2014. Riders of the fixed-route bus service would be allowed to board MCAT buses for free by presenting a valid Voter's Identification (ID) card when boarding. However, regular buses and trolleys would not deviate from their established fixed-routes or schedules. Americans With Disabilities Act (ADA) paratransit eligible clients would also be able to ride for free by presenting their Voter ID Card when boarding pre-scheduled (no same day requests) Handy Bus trips that start and/or end at designated polling locations.

The effort will demonstrate Manatee County's commitment to "getting the vote out" by promoting participation in the election process and helping members of the general public exercise their right to vote. In addition, the effort will also help raise the awareness of public transportation in the community. Promotional materials regarding the free rides will be posted on the County/MCAT website, on-board buses, established Transit Stations, press releases, and at other information distribution outlets to help spread the word.

MCAT anticipates that this will cost no more than $3,078, based on average daily ridership and an average fare per trip on fixed route bus service.
