Action Requested
Adoption of Budget Resolution B-16-060 increasing funds to process Outside Services reimbursement costs for FY 2014/2015 from $750,000 to $1,057,929.  A total increase of $307,929.

Background Discussion

On September 25, 2012, the Board of County Commissioners approved an Agreement with Armor Correctional Health Services, Inc., for necessary and proper medical, psychiatric, dental, and other health care services for persons in the care, custody, and control under the County.

As it relates to Outside Services, the Agreement states:  County agrees to pay Armor on a reimbursement basis for Outside Services for documented actual costs in excess of the Outside Services limit of $750,000 per contract year.  This agreement includes an amount of $750,000 in the annual base price of the Agreement as an allocation for Outside Services costs.  If the $750,000 allocation is not fully spent during the contract year, Armor provides a credit to the County in the amount of the unspent balance.  If Outside Service costs exceed $750,000, Armor will share in the costs between $750,000 to $950,000, Armor being responsible for 50% and the County being responsible for 50%.  Should the Outside Services costs exceed $950,000 for the contract year, the County will reimburse Armor at 100%.

To track and monitor expenses, Armor reports on a monthly basis with specific descriptions and corresponding dollars associated to Outside Services usages.

Actual total Outside Services costs for FY 2014/2015 is $1,185,148.77 which exceeded the anticipated Outside Services cost allocation of $750,000 necessitating Outside Services reimbursement to Armor in the amount of $1,185,148.77 less $27,219.89 for Emergency Transports Claims Paid and less the cap of $750,000.00 a subtotal of $407,928.88 less (50% shared costs between $750,000.00 - $950,000.00) for a total increase of $307,928.88. 

Budget amendment funded from departmental operating balances ($162,897) and Board's Reserve for Contingency ($159,486).
