Action Requested
Adoption of Resolution R-18-006 authorizing the execution and submittal of a Five-Year Joint Participation Agreement (JPA), Financial Project Number 410141-1-84-03, Contract No. G0R49 with an end date of December 30, 2022. This JPA with the Florida Department of Transportation (FDOT) provides for eligible operating assistance expenses in FY 2017/18 in the amount of $929,300.

Background Discussion
  • The State Public Transit Block Grant Program was established by the Florida Legislature to provide a stable source of annual funding for public transit and is utilized by Manatee County Government to support Fixed Route Transit operations.
  • Manatee County Government has complied with all program requirements necessary to qualify as a recipient of the FY 2017/18 annual allocation of State Public Transit Block Grant Program funding. This funding will be used for eligible operating expenses in the current fiscal year (i.e. FY 2017/18).
  • Funding for the State Public Transit Block Grant is a 50/50 cost sharing program with the FDOT. The $929,300.00 local share required to meet grant criteria is currently allocated in the FY 2017/18 Fixed Route Transit operating budget to support the Manatee County Government share of costs.
  • Funds are awarded by the FDOT to those public transit providers that are eligible to receive Federal Transit Administration (FTA) Section 5307 (urbanized areas) and 5311 (non-urbanized areas) funding. The funding for subsequent years is based upon appropriation levels and a statewide distribution formula.
  • Resolution R-18-006 authorizes the execution of a multi-year JPA with the FDOT for State Public Transit Block Grant Program funding. After the JPA is fully executed, it will remain in effect until December 30, 2022. Annual JPAs will not be required; however, annual execution of a Multi-Year JPA Notification of Funding form is required to receive annual funding allocations over the Five-Year JPA period.
