Action Requested

RECOMMENDED MOTION:

Based upon the staff report, evidence presented, comments made at the Public Hearing, the action of the Planning Commission, and finding the request to be CONSISTENT with the Manatee County Comprehensive Plan and the Manatee County Land Development Code, as conditioned herein, I move to ADOPT Manatee County Zoning Ordinance No. PDRV-12-16(Z)(G); APPROVE the General Development Plan with Stipulations A.1-A.13; B.1-B.6; C.1&C.2; D.1; E.1-E.6; F.1; and G.1; GRANT Special Approvals for: 1) a parcel located within the CEA Overlay District (Comprehensive Plan Policy 2.2.2.4.4) and the CHHA Overlay District (Comprehensive Plan Policy 2.2.2.5.4); 2) adjacent to a perennial stream (Comprehensive Plan Policy 3.2.2.1); and 3) all new recreational vehicle parks (Comprehensive Plan Policy 2.10.5.2); ADOPT the Findings for Specific Approval; and GRANT Specific Approval to allow the deferral of the installation of the sidewalk along Palm View Road (61st Street) as allowed by Section 722.1.4.3 of the Land Development Code, as recommended by the Planning Commission, and subject to Ordinance No. 14-01 becoming effective.

Background Discussion
  • The Cone Corporation/Cone and Graham, Inc. has filed a rezone application from “A-1”(Suburban Agriculture),” PD-RV” (Planned Development – Recreational Vehicle),” RSF-4.5” (Residential Single Family, 4.5 dwelling units per acre), “NC-M” (Neighborhood Commercial – Medium), and “PD-R” (Planned Development – Residential) to “PDRV” (Planned Development   Recreational Vehicle) and an accompanying General Preliminary Site Plan.  The 92.13 acre site is located at the northeast corner of Bayshore Road and Palm View Road.  The applicant is proposing a recreational vehicle park with 499 recreational vehicles, a community recreational area, office and shower areas  on the subject property;
  • The site is designated RES-6 (Residential, 6 gross units per acre) and RES-9 (Residential, 9 gross dwelling units per acre),  on the Future Land Use Map.  The site is also partially in the CHHA (Coastal High Hazard) Overlay District, and entirely in the CEA (Coastal Evacuation Area) Overlay, and the CPA (Coastal Protection Area).  The total acreage, rezoned to the PD/RV zone district, could support a total of 1,106 recreational vehicle sites on the property; however, the applicant  proposes a total of 499 sites on the property;
  • The applicant is requesting to defer the installation of sidewalks (Section 722.1.4.3);
  • The applicant is requesting Special Approvals:   (1) a portion of the property is located within the CHH and CEA Overlay Districts (Comprehensive Plan Policy 2.2.2.5.4); and (2) all new recreational vehicle parks require to be established pursuant to the special approval process (Comprehensive Plan Policy 2.10.5.2);
  • The site is in an “X” and an “AE” Flood Zone,
  • Water and Sanitary Sewer will be provided; 
  • Staff recommends approval with stipulations; and 
  • On December 12, 2013, by a vote of 5 – 2, the Planning Commission recommended approval. A summary of public comments is in the staff report attached to this memo.
