Background Discussion

Adoption of Resolution R-13-020 authorizes the use of County resources to perform construction project; making related findings; providing for severability; and providing for an effective date.

Construction of three little league baseball fields, parking lot, Stormwater Management pond, bleachers, sidewalks, lighting, irrigation and other supporting infrastructure and amenities to serve the Blackstone Park Expansion.

Property Management Construction Services intends to use County forces to construct portions of the project and utilize the procurement policy of Competitive Quotes and Sealed Bids for the remainder of the project.

Scope of the project is as follows:

Manatee County Construction Services' portion includes, but not limited to, project management, sanitary sewer collection system construction, potable water distribution system construction, installation of required irrigation and miscellaneous labor and materials.

Quoted work includes the stormwater piping, fencing, installation of the irrigation well, landscaping, batting cages, dugouts, sod, construction of a pavilion and other miscellaneous quoted work.

Sealed Competitive Bids include the earthwork, sports lighting, construction of the press box/restroom/concession building, parking lot lighting and electrical.

In accordance with the Statute, construction through this methodology is in the public's best interest due to the cost savings that will be realized by Construction Services management of the project process.

Florida Statute 255.20 includes a requirement for advertising of the construction cost estimate which includes a 21-day period for questions to be asked by potential contractors or interested citizens. That requirement was complied with by advertisement of the ordinance and costs estimate on December 9, 2012, in the Bradenton Herald.
