Action Requested
  1. Execute and record Final Subdivision Plat;
  2. Record Supplemental Amendment to Declaration of Covenants, Conditions, and Restrictions for River's Reach to Add Phases IB & IC; 
  3. Accept, execute, and record Mortgagee's Joinder In and Ratification of Subdivision Plat and All Dedications and Reservations Thereon for River's Reach Phases IB & IC from U.S. Bank National Association;
  4. Accept and record Consent to Subdivision Plat and All Dedications and Reservation Thereon from Water's Edge Community Development District;
  5. Accept and record Bill of Sale from Neal Communities of Southwest Florida, LLC;
  6. Authorize County Administrator to accept, execute, and record Agreement For Private Subdivision With Public Improvements, River's Reach, Phase I-B from River's Reach, LLC, and to accept, execute, and record Surety Bond For Defects of Required Improvements, Bond No. CS3036864 from Great American Insurance Company for $24,035.46;
  7. Authorize County Administrator to accept, execute, and record Agreement For Private Subdivision Improvements, River's Reach, Phase I-B from River's Reach, LLC, and to accept, execute, and record Surety Bond For Performance of Required Private Improvements, Bond No. CS3036853 from Great American Insurance Company for $50,776.00;
  8. Authorize County Administrator to accept, execute, and record Agreement For Private Subdivision With Public Improvements, River's Reach, Phase I-C from River's Reach, LLC, and to accept, execute, and record Surety Bond For Defects of Required Improvements, Bond No. CS3037138 from Great American Insurance Company for $19,687.05;
  9. Authorize County Administrator to accept, execute, and record Agreement For Private Subdivision Improvements, River's Reach, Phase I-C from River's Reach, LLC, and to accept, execute, and record Surety Bond For Performance of Required Private Improvements, Bond No. CS3036854 from Great American Insurance Company for $38,951.00.


Enabling/Regulating Authority
  • MANATEE COUNTY LAND DEVELOPMENT CODE ORDINANCE 90-01, AS AMENDED;
  • MANATEE COUNTY COMPREHENSIVE PLAN, FUTURE LAND USE ELEMENT GOAL 2.4, ADEQUATE PUBLIC FACILITIES IN ALL DEVELOPED OR DEVELOPING AREAS.  The project has been issued a Certificate of Level of Service for Potable, Solid Waste, Sanitary Sewer, Transit, Drainage, Traffic, and Fire Protection, Objective 2.4.2 Concurrency, CLOS-05-006.


Background Discussion
  • The final plat is for a private, single-family subdivision with 106 lots.
  • The Developer has posted Surety Bonds to warrant the required public and private infrastructure improvements - sewer, water,  roadway, reclaimed water, surveying, and final lift of asphalt.
  • All common areas will be maintained by the River's Reach Homeowners Association, Inc.
