Motion for staff to modify the enabling resolution (R-15-173) for the Health Care Advisory Board to expand the membership categories for more diverse expertise.

Background Discussion

The Health Care Advisory Board was established in November, 2015 and began meeting in January, 2016. The Advisory Board was to evaluate, monitor and discuss the healthcare system in Manatee County including physical health, behavioral health and substance abuse, emerging state and federal legislation and policies that will have a direct or indirect impact on Manatee County. The Advisory Board is also charged with making recommendations to the Board of County Commissioners.

The enabling resolution for the group (R-15-173) defines the membership as no more than eleven (11) members with specific disciplines to include healthcare, mental health care, substance abuse care, social services, higher education, medically needy consumer(s) of healthcare, and representatives of the business community from disciplines not previously listed.

In recent meetings, the Health Care Advisory Board established workgroups, did research and had discussion regarding the current membership. During these discussions, all members felt that the advisory board lacked some needed expertise for a more full discussion and understanding of the issues that they were charged with reviewing.

To that end the membership supported the inclusion of a physician member and at least one additional consumer member. The membership also wishes to ensure that consideration is given to the portion of the resolution which states in Section 4(A) ...shall to the maximum extent possible, be reflective of the diversity of the community, and to that end would like to seek an applicant from the Latino community to represent that diversity.
